Issues related to the emergence of potential threats to the economic security of the state attract special attention in this regard. The purpose of the research is to analyze the main trends in the development of industry 4.0 on an international scale and establish its impact on the economic security of the state by identifying potential threats to its development. The methodological basis of the study is the analysis of the results presented by the European Commission in its report "Digital Economy and Society Index (DESI)", which is developed annually to monitor the digital progress of member states. The article examines the features of the Fourth Industrial Revolution and Industry 4.0, which made it possible to clarify the main directions of the development of society: the formation of digital competences and the development of human capital; formation of digital infrastructure; integration of digital technologies in business and everyday life; improvement of digital public services. Finland, Denmark, the Netherlands and Sweden have the most developed digital economies in the EU, followed by Ireland, Malta and Spain. Romania, Bulgaria and Greece have the lowest DESI scores. Estonia, Finland, Malta and the Netherlands have the highest scores for digital public services in the DESI, while Romania and Greece have the lowest. The main results of the conducted research are the identification and systematization of potential threats to the economic security of the state, the occurrence of which can negatively affect its development. It was established that the main threats to the economic security of the state during Industry 4.0 are: the absence or insufficient level of digital competences; high cost of software development; non-acceptance of digital innovations by society; cyber attacks; sources of personal data; falsification of data, etc. A detailed study of the specified threats and their impact on the economic security of the state can become a direction of further research.
Iryna Mihus Sandeep Kumar Gupta Copyright (c) 2023 https://creativecommons.org/licenses/by-nc/4.0 2023-06-10 2023-06-10 ORGANIZATION AND IMPLEMENTATION OF ELECTRONIC DOCUMENT MANAGEMENT AT ENTERPRISES: THE PATH TO DIGITIZATION OF THE INFORMATION SPACE OF THE ACCOUNTING AND TAXATION http://mono.scnchub.com/index.php/book/catalog/book/23
The management of information support of the enterprise is closely linked to both the availability of information resources and with the possibility of introducing information innovations in ordering the documentation and information flows of the enterprise. With the help of information technologies, companies try to automate their work at the expense of the latest electronic technologies. In society, documents are considered the main carriers of information. The evolution of electronic document management systems, starting with simple documents, continuing systems on electronic copies of paper originals and reaching the systems in which the original document should be electronic, and a copy of such electronic document may exist on paper. The use of blockchain technologies in the activities of various companies is analyzed. The purpose of the study is to analyze the main trends in the development of blockchain technologies and the prospects for their use for fraud protection. The research methodology includes the use of the historical method to study the main stages of the development of blockchain technologies and study the practices of using blockchain by various companies. The research methodology is based on the use of data from the Report to the Nation and the results of other surveys, for a comparative analysis of types of economic fraud by volumes, periods, territorial affiliation and countermeasures. The relationship between the stages of evolution and the levels of the blockchain has been established. The main types of blockchains are systematized (public blockchains; private blockchains; semi-private blockchains; sidechains; permissioned; distributed ledger; shared ledger; fully private proprietary blockchains; tokenized blockchains; blockchains without tokens). The peculiarities of the practical implementation of blockchain technologies in the activities of companies in various sectors of the economy have been studied. A SWOT analysis was conducted that revealed that blockchain technology will undoubtedly continue to evolve, impacting many industries, including government, retail, information technology, travel, healthcare, education, agriculture, and entertainment. The 8 most risky departments in which various types of fraud occur have been identified. It was found that corruption is also the most common in each department. Thus, in the Operations Department, the second most common types of fraud are Billing (16%) and Noncash (16%); in the Accounting department - Check and payment tampering (29%); in the Executive / upper management department - Billing (31%); in the Sales Department - Noncash (18%); in the Customer service department - Noncash (17%); in the Administrative Support Department - Billing (23%); in the Purchasing - Billing department (27%); in the Department of Finance - - Billing (26%). One of the ways to improve the use of blockchain technologies should be: increasing the confidentiality of operations; scaling block chains; establishing compatibility between different blockchain systems; strengthening the security of blockchain operations; an individual approach to the use of blockchain technologies.
Iryna Mihus Hisham Jadallah Mansour Shakhatreh Copyright (c) 2023 https://creativecommons.org/licenses/by-nc/4.0 2023-06-10 2023-06-10 CERTAIN ASPECTS OF THE POST-WAR RECOVERY OF UKRAINE'S DIGITAL INFRASTRUCTURE http://mono.scnchub.com/index.php/book/catalog/book/19
The policy in information and communication technologies serves as a basis for the digital transformation of the economy and society. Thanks to their improvement, effective training is possible remote and mixed forms, which have become predominant since the beginning of the quarantine due to the COVID-19 pandemic. Modern teachers are tasked with constantly improving their digital skills educational technologies. This is also stated in the Teacher's Professional Standard through revealing the content of the teacher's information and digital competence. Process learning can be made more interesting, varied and intensive due to combining a regular lesson with a computer, tablet or other gadget. And the student of education does not need to wait until the teacher will repeat exactly the fragment he needs. The purpose of the work is to investigate the essence of the digitalization of education, to analyze the current global educational trends and to determine the key directions of digitalization of general secondary education in EU countries and in Ukraine. The main research methods were scientific abstraction, comparative and statistical analyzes, logical generalization, structural-functional and strategic analysis for substantiation and determination of directions of digital development of general secondary education. As a result of research, it will be established that the new concept of the development of the digital economy and society for the coming years assumes that the digitalization of education is a modern stage of its informatization. Today, the introduction of innovations that ensure business digitalization is a catalyst for economic growth and long-term competitive advantage. The rapid and profound effects of the transition to digitalization will only be possible when digitalization becomes the basis of the life of our society, business, and government agencies. In addition, Ukraine's digital development is about creating market incentives, motivations, demand, and shaping the needs for the use of digital technologies, products, and services among Ukrainian industries, spheres of life, business, and society for their efficiency, competitiveness, and national development. There is a need to organize the company's activities taking into account the peculiarities of the transition to new principles of the digital economy, forecasting possible related problems, as well as developing solutions and proposals to minimize the negative consequences and enhance the main result of the company's activities. The purpose of the work is to explore the potential applications and impacts of blockchain technology in the digital economy, and to identify the opportunities and challenges that arise from the adoption of this technology in various sectors such as finance, healthcare, supply chain management, and intellectual property. Additionally, the work aims to provide insights into the role of blockchain technology in promoting digital transformation and innovation, and to assess the potential benefits and risks associated with the use of this technology in the context of the digital economy. It has been established that the use of blockchain in intellectual property can change the way creative works are protected, managed and monetized. It found that blockchain technology can be used to provide secure and transparent ownership records, automate licensing and royalty payments, and facilitate the identification of infringing uses. The main problems and limitations created by the use of blockchain technology are systematized: scalability, compatibility and regulatory regulation. As the technology continues to develop and evolve, it is imperative that these challenges are addressed in order to realize the full potential of blockchain. Security issues are the subject of the increased attention of scientists, politicians, and public figures. And this is not accidental but is explained by the peculiarities of the current state of social development. Back in the mid-80s of the last century, a new sociological theory emerged, according to which in the last third of the XX century humanity entered a new phase of its development – the risk society. It was supported by several foreign and domestic experts in the field of risk, believing that the next stage would be a risk management society. In a broad sense, the risk is combined with danger, the probability of an undesirable event occurring. Therefore, it is clear that, to a large extent, ensuring security is risk management.

According to the Great Explanatory Dictionary of the Modern Ukrainian Language, “security” is a state when nothing threatens someone for some reason. Following the Explanatory Dictionary of V. Dahl, secure means not dangerous, not threatening, not harmful, preserving, faithful, and reliable.

Security – the absence of danger; preservation; reliability. To ensure safety means to save, to ensure the absence of danger.

Thus, in the absolute sense, the meaning of the word “security” is a state with no dangers. However, this is hardly possible in the real world.

Here are some definitions found in the scientific literature.

Security is the ability of an object, phenomenon, or process to retain its essence and main characteristics under the conditions of a purposeful, destructive impact from outside or within the object, phenomenon, or process itself.

Security – protection against threats at the system level.

The security of the object is the protection of vital interests of the object from both internal and external threats.

Security is defined primarily as measures or actions that ensure prevention and prompt response to relevant threats for the sake of safe functioning.

Therefore, today the concept of “security” is interpreted not only as the absence of dangers and threats.

Security is a state of protection of an individual, society, or state from external and internal dangers and threats, based on the activities of people, society, the state, and the world community of peoples to identify (study), prevent, mitigate, eliminate (liquidate) and repel dangers and threats capable of destroying them, depriving them of fundamental material and spiritual values, inflicting unacceptable (inadmissible objectively and subjectively) damage, blocking the way for survival and development.

Economic security is the most important qualitative characteristic of an economic system, which determines its ability to maintain normal operating conditions; sustainable resource provision and development, as well as consistent implementation of economic interests.

In the scientific literature, the concept of “security” is often associated with the concept of sustainability, and stability. Sustainability is a necessary condition for the security of economic systems.

The concept of “security” is also interconnected with the concept of “development”.

The meaning of the authors of this work in the concept of «economic uncertainty» is revealed by the actual content (structure) of the monograph. A special (1st) section of the monograph is devoted to the interpretation of this content. But, despite the obvious things, there is another unobvious aspect of uncertainty in the monograph. It was mentioned by the world-renowned Ukrainian economist M.I. Tuhan-Baranovskyi in the early twentieth century. In the fundamental work «Fundamentals of Political Economy», explaining what economic activity is, he noted the following: «… Ambiguity at this ascending point should bring uncertainty to everything else». That is, uncertainty is presented here as a consequence (result) of ambiguity. The latter is synonymous with ignorance, inexplicability, and lack of recognized principles of cognition and interpretation. Ambiguity continues to produce economic uncertainty. In particular, this relationship between ambiguity and economic uncertainty is realized in the Ukrainian economy. Therefore, by seeking to understand, explain, and apply certain principles of research of the national economy, the authors of this monograph eventually help to limit uncertainty.

In fact, the construction, i.e. the structure of this work, reflects the approach developed by the authors regarding economic uncertainty content explanation. Therefore, we focus readers’ attention on this construction.

First, the structure of the monograph presents two levels of manifestation, respectively, the levels of research and awareness of economic uncertainty: general and special. The general level, which concerns the economy as a whole and is related to the system of public management, is mostly presented in chapters 1-7. Instead, the special one, which is manifested in the organization of certain types of business activities and in its specific areas, is presented mainly in chapters 8-14. It is clear that such a division into general and special is quite conditional. After all, the connection, dependence and mutual penetration of these two levels are indisputable. Differentiation of such levels of uncertainty, on the other hand, becomes necessary, at least in terms of the necessity to apply a recognized ontological (cognitive) principle.

Second, the monograph is constructed in such a way that its chapters reflect the real and current manifestations of economic uncertainty, on the one hand, and the tools of its (uncertainty) research and limitations, on the other.

The following manifestations of uncertainty relevant for the Ukrainian economy are presented in the monograph:

macro-financial imbalances for which prevention and effective response structures have yet to be built (chapter 3);

contradictory educational policy, which does not ensure the accumulation of human capital, in accordance with the needs of the economy and society (chapter 4);

permanent reproduction of the shadow economy with its inherent illegal proceeds of crime (chapter 7);

unnaturally limited and, therefore, insufficient competitiveness of the entire national economy, individual industries and enterprises (chapter 9);

excessive tax surplus, which discourages producers and taxpayers (chapter 11);

ineffectiveness, mostly, formality of efforts to move from a traditional to an innovative model of the economy (chapter 12);

social exclusion – the lack of necessary involvement of certain groups and strata of society in economic, social, and political life (chapter 13);

artificially slow formation of the infrastructure of one of the most important sectoral markets in the national economy – the real estate market (chapter 14).

The following tools have been partially applied as well as the possibility of using them in the analysis and in response to scale changes have been studied:

foresight as a way of modeling the future and implementing its individual elements in today’s life of communities and society (chapter 2);

large databases (Data Base) as a tool for making management decisions on the basis of identifying non-obvious (hidden), but actually existing significant dependencies (chapter 5);

methods of qualitative assessment of corporate management of joint-stock companies and their combination with methods of quantitative assessment (chapter 6);

comprehensive methods of analyzing the efficiency of enterprises with an emphasis on assessing uncertainty (risks) (chapter 8);

relevant methods of real estate appraisal, able to ensure maximum consideration of the specifics of a particular stage of economic development (chapter10).

This study focuses on one of the industry markets. This is the real estate market, the organization of which is covered in three chapters (chapters 4, 10, 14). This emphasis is explained not only by objective, but also by subjective circumstances. The four co-authors of this monograph not only teach disciplines related to the real estate market in the educational programs of the Department of Theoretical and Applied Economics of KROK University, but also have extensive working experience in this market.

The monograph is the result of a collective study on «The national economy and the economies of sectoral markets under the conditions of institutional uncertainty» №0120U100086.

The authors of the monograph are grateful to KROK University for the opportunity to publish the research results in the form of a monograph.

We hope for the response of the scientific and student community, management specialists to the publication of this monograph.
